This looks like the tampa-printing process used on tin-plate toys to me. If so, then it's not hand-painting.
That could well be. But it wouldn't be the first time I got a shoddy painted blind packed figure with that process either.It's well done, in any event.
The key to tampa-printing, like any other multi-pass colour overlay technique (eg decal sheets) is ensuring correct registration of the second (and later) colours.
